Edit governorate

This is a side menu that contains a form that contains the following fields with the governorate's data filling them:

Name: the english name of the governorate
Name (Ar): the arabic name of the governorate
Override areas delivery fees: the cities that their delivery fees can be overridden

To edit a governorate the user must press on the edit governorate button in the Governorates table
