Add governorate

This is a side menu that contains a form that contains the following fields:

Name: the english name of the governorate
Name (Ar): the arabic name of the governorate
Override areas delivery fees: the cities that their delivery fees can be overridden

To add a new governorate the user must press on the “New governorate” button in the main governorate page
